TRANSPORTATIOO A year 1990 Transportation Plan for Fort Wayne-New Haven-Allen County Area was developed in 1971 '" and the planning process then progressed into the continuing surveillance and reappraisal phase. The • "j 1990 plan was developed based on the philosophy of providing new highway facilities to meet the anti-cipated travel demand. The results of continuing surveillance and routine review activities, together with the increasing importance of public transit role in transportation, indicated the need of updating I the 1990 Highway Plan into a multi-mode transportation plan. Barton Aschrnan & Associates has been con-tracted to assist NIRCC in this updating work. During the past year most of the preliminary works have been performed. Travel forecasting models have been revised, socio-economic data for year 2000 has . , been forecasted, roadway design standards have been established, and evaluation methodology has been developed. Also, a citizen committee has been organized. The members of the committee were composed of a broad spectrum of the public and comprise a wide economic, social and geographic range. The function of the committee is to provide their inputs to the year 2000 planning from the citizer.'s view-point. I Another major activity was the development of the Transportation System Management (TSM) Plan. The ] development is a joint effort among Allen County, r , City of Fort Wayne, City of New Haven, Fort Wayne PTC and NIRCC. The TSM Plan identified the deficiencies of the existing transportation system and formulated " the solutions to improve the system.
