PREFACE The League of Women Voters of the United States was formed in 1920 to encourage informed and active participation of citizens in government. In the years which have followed, over 130,000 persons have formed local Leagues throughout the country to work toward this original goal. In order to inform citizens and promote citizen participation, the Fort Wayne-Allen County League of Women Voters has published a booklet on Allen County local government. Your Local Government is the third revision of the original design first pu blished in 1962 as Spotlight on Government. Members of the Fort Wayne-Allen County League interviewed representatives of each elective and appointive position to obtain the information contained in this publication. The names of elected and key appointed officials can be found in Your Local Officials, a booklet published by the Fort Wayne-Allen County League biennially. Government of counties, townships, and towns is the oldest subdivision of political democracy. Paradoxically, however, it is the least known despite the fact that it is closer to home than state and federal governments. As goverment on all levels becomes more intricate and the tempo of change accelerates, it is an increasingly complex task to be an informed citizen who can participate in governmental decisions. In preparing, Your Local Government, the Fort Wayne-Allen County League of Women Voters has sought to prepare an overview of the governmental units operating in Allen County. In doing so, the League of Women Voters reaffirms the ultimate goal set forth in the 1962 edition of Spotlight on Government: The informed citizen who will act. Rose Otte,Editor HISTORY The County of Allen came into being on December 17, 1823 -the result of state action - and was named after Colonel John Allen, who in 1812 lifted the seige of the fort known as Fort Wayne. Although the city of Fort Wayne was not incorporated as a town until 1829, it had its beginnings as Fort Miami in 1686 when it was established by the French as a trading post. This fort was surrendered to the English at the close of the French and Indian War. After the English discontinued the 1
