EMERGENCY PREPAREDNESS The Defense Civil Preparedness Agency Region IV establishes the authority to provide for the defense of the civilian population against chemical, biological and nuclear warfare, man-made disasters, natural disasters, civil disorders, or any community emergency that local government may be obligated to resolve. The County Office of Emergency Preparedness is governed"by a Council (9-12 members) appointed by the County Commissioners for indefinite lengths of time. They meet monthly. Federal funds are received from the Region IV Agency through the State Civil Defense Director and are matched with Allen County monies. MEMORIAL COLISEUM The Memorial Coliseum is managed by a board of five trustees, who are appointed on a non-partisan basis for four year terms. Two trustees are named by the Circuit Court Judge and three by the County Commissioners. The trustees serve without remuneration. Although all contracts for purchases must be let by the County Commissioners, the Board has wide discretion in its operation. The trustees appoint a manager who oversees the operation of the Coliseum. The Coliseum budget is submitted to the County Council annually and the County Auditor audits its books. PARK AND RECREATION BOARD The Allen County Park and Recreation Board was established in 1965, following passage of the Indiana Park and Recreation Act. The legislation calls for the County Circuit Court Judge to appoint four members on a non-partisan basis, a fifth member to be either the County Agent or the Chairman of the Extension Advisory Committee, and the sixth member to be the County Superintendent of Schools. Since Allen County does not have the latter position, the Park and Recreation Board consists of five members, who serve four-year terms. The Board operates and maintains Fox Island Park and Nature Preserve in the southwest part of the county. This 371 acre Park and Nature Preserve is a unique geological formation created by windrifted sand left from a former glacial age. PLAN COMMISSION The Plan Commission, established in 1957, is composed of six citizens appointed by the County Commissioners on a non-partisan basis as well as a member of the Board of Commissioners, the County Surveyor, and the County Agricultural Agent. The Commission has a primary goal of improving the health, safety, convenience, and welfare of the Allen County citizens by planning for the future development of the county so that: • highway systems are carefully planned; • new community centers grow with adequate highways, utilities, eductional, and recreational facilities; • the needs of agriculture, industry, and business are recognized in future growth; • residential areas provide healthful surroundings for family life. 10
