HOSPITAL COMMITMENT PROGRAM. This program requires payment by County Departments for hospital care needed by persons who may be otherwise self-supporting, but are unable to meet the cost of the required care. ASSISTANCE TO FAMILIES WITH DEPENDENT CHILDREN (AF DC). Assistance is granted to eligible persons upon approval of their application by the County Board of Public Welfare. Assistance is awarded if there is not sufficient income or support to meet minimum living requirements of the eligible dependent child or children and parent or other eligible needy relati ve with whom the child is living. It provides a maximum cash grant of $150 per month for one eligible child and needy relative, $50 for each additional child, and $50 for the incapacitated parent living in the home. An eligible child living with a non-eligible relative may be granted a maximum of$75 per month and each additional eligible child in the home a maximum of $50. CHILD SUPPORT SERVICES. The purpose of the Indiana Child Support and Parent Locator Services programs are to assure that each child born out-of-wedlock for whom an AFDC grant is approved will have an opportunity to have his paternity established by law; assure that a proper court order for child support will be established or enforced for each child for whom an AFDC grant is made whose dependency upon public funds is due to birth out-of-wedlock, or the separation, divorce, desertion, or abandonment of his parents, and assure that court-ordered child support is promptly paid, including arrearages which have accrued to the mother on behalf of the child. WORK INCENTIVE PROGRAM. (WIN). This program provides for placement of certnin AFDC recipients in employment, job training, or Public Service Employment. WIN registration and participation are AFDC eligibility requirements for all applicants and recipients except for the following exempted groups whose exempt status can be verified: children under 16, children 16-18 who are enrolled, or have been accepted for enrollment as full-time students, persons with illness or injury, persons with incapacity caused by physical or mental impairment, persons of advanced age, persons who live too far away from a WIN project, a mother or other eligible female relative who is the caretaker of a child who is under 6, a person who must be in the home to care for another person whose health condition does not permit selfcare. FINANCIAL ADMINISTRATION The Indiana State Constitution places the financial control of the county in the County Council. The Council is charged with the responsibility of appropriating all funds for use by the county and all of its officers, and with establishing the county tax levy subject to the approval of the County Tax Adjustment Board and the State Board of Tax Commissioners. By law the County Commissioners audit the books of the Treasurer and the Auditor and examine all warrants redeemed by the Treasurer and turned over to the Auditor. In addition, the State Board of Accounts audits and examines the accounts and records of all departments. 13
