neighborhood associations, either existing ones or through the formation of new ones. Citizen involvement is encouraged through the dissemination of information about public activities, coordination of citizen input on neighborhood needs, problems, proposed solutions and the provision of technical assistance. THE OMBUDSMAN'S OFFICE has the duty of handling citizen's complaints and problems and channeling them to the proper City Department for action. DEPARTMENT OF PUBLIC SAFETY The Department of Public Safety is responsible for all matters and property relating to communications, emergency medical service, fire, police, traffic engineering, and weights and measures. The Department is under the supervision of the Board of Public Safety which is composed of three part-time members. The members are appointed by the Mayor and no more than two members may be of the same political party. The Board of Public Safety appoints department heads, except for the Fire and Police Chiefs and the Traffic Engineer. The Board approves the separate budgets of all Public Safety departments. These budgets are submitted to the Mayor and Controller before final presentation to the City Council. Any awarded bid in excess of $4000 must have the approval of the City Council. Approval by the Mayor is the final step in the passage of an appropriations ordinance. The Board of Public Safety holds public meetings on Wednesday evenings in the Board office. The Board of Public Safety is responsible for the following departments: COMMUNICATIONS DEPARTMENT is the main control center for all emergency calls for the entire city. There is direct communication with the County Sheriff and with all state law enforcement agencies. The emergency number 911 is operated by this department. EMERGENCY MEDICAL SERVICE provides the primary emergency medical care for all citizens of Fort Wayne. The EMS ambulances are responsible for the patient's safe transportation to the emergency care facility. OFFICE OF EMERGENCY SERVICES coordinates the plans and operations of the various City Departments in case of a national disaster. FIRE DEPARTMENT is divided into four divisions: • The Firefighting or Combat Division's prime jobs are to combat fires, rescue persons in danger, and conduct salvage operations. • The Fire Prevention Bureau is charged with inspection of public buildings, education in fire prevention, issuing violations, handling complaints, and investigating arson with the cooperation of the police department . • The Training Department trains new firefighters, volunteer firefighters, plant firefighters, and hospital staffs. • The Maintenance Division is in charge of maintenance of all equipment, including firetrucks, cars, snorkel and foam equipment. 45
