OPEN SPACE Work in the area of open space was conducted by the Council staff with cooperation and assistance of the local planning agencies. The preliminary draft of the Council's four-county Open Space Plan was completed in " j late spring, 1976. This plan was developed to serve as a guide to Council members in their A-95 review process and also as a guide to local member governments in the development of their individual open space programs. I Contents of the plan included a complete four-county inventory of existing open space components (i.e. flood- I ?lains, soils, recreational facilities, historical sites and steep slopes). Policies were also presented to , insure the implementation of the plan. j Another major open space related activity was the preparation by the Council staff of the Regional Bikeway Plan in the spring of 1976. The purpose of the plan was to link local and State bikeways I in the provision of regional recreation and transportation. The plan also known as a "regional connector system" outlined potential I bikeways utilizing both new construction and existing roads. ] Another project completed to aid in the understanding of open space problems within the region waS the analysis of a Community Attitude Survey distributed to the residents of Adams, DeKalb and , Wells counties.
