3. Circulation and Access The St. Joseph, St. Marys and Maumee Rivers are natural obstacles to the flow of traffic through eastern Allen County. In general, more traffic flows in a north-south direction than east-west, causing traffic congestion at bridge points near the central city. Coliseum Boulevard is the only "limited-access" route around the urban area, and the only direct link between southeast Fort Wayne and Interstate 69. As a result, Coliseum Boulevard is one of the most heavily traveled highways in Allen County. With the exception of Coliseum Boulevard, there are no major east-west or north-south limited-access roads in Fort Wayne. A number of road linkages exist between the Fort Wayne CBD and the parklands and rural areas adjacent to the rivers in Allen County. U.S. Route 27 and Winchester Road parallel the east and west banks of the St. Marys River south to the County Line. Several bridges cross the St. Marys River south of Fort Wayne; including the Bostick Road Bridge between U.S. Route 27/33 and South Anthony Extended Road, and the Hoagland Road Bridge which accesses Poe to U.S. Route 27/33. Leo Road and St. Joseph Road parallel the St. Joseph River to provide direct routes to the Cedarville Reservior. These roads are connected by bridges at several points along the river, including the Grabill Road Bridge across Cedarville Reservior between Leo and Grabill. U.S. Route 24 parallels the Maumee River from the Fort Wayne CBD, past New Haven to the County Line. East of New Haven, only three bridges cross the Maumee, limiting the traffic flow between the northeastern and southeastern sections of the County. Several proposed road improvements will greatly enhance traffic flow across and to the three rivers. A proposed beltway to the south and east of Fort Wayne will increase accessibility to the entire Fort Wayne area. As a result of the beltway crossing the rivers, linkage to the rivers from the rest of the County will be enhanced and the congestion experienced by motorists using the bridge spans inside Fort Wayne will be eased. Each river will be linked to the beltway via an interchange: State Road on the St. Joseph River, U.S. Route 30 on the Maumee River, and U.S. Route 27/33 and Winchester Road on the St. Marys River. The construction of a four-lane roadway along Maple Crest and Adams Center Roads, and their bridge linkage across the Maumee, will facilitate access to routes along the river and ease congestion on the Coliseum Boulevard Bridge. Improvements along St. Joseph Center Road, Crescent Road, Stellhorn Road and St. Joe Road will improve circulation in the northeastern sector of Fort Wayne as well as provide links to the St. Joseph River and the confluence.
