Goals and Objectives The Rivergreenway Action Plan shall be a catalogue for action, establishing a joint venture public and private partnership to increase public awareness of the benefits of an improved Rivergreenway. Goals: Stimulate renewed interest and use of Fort Wayne's waterways. Provide a catalogue for action. Establish a guide for the foreseeable future to aide in river corridor land use decision-making. Objectives: 1. Identify and provide solutions for hazardous conflict points (i.e., with traffic) along the existing Rivergreenway path system. 2. Design new path systems to complete the existing Rivergreenway path systems from the entrance to Foster Park and Swinney Park along the St. Mary's River, from Lawton Park to Franke Park along the Spy Run Creek, and from Johnny Appleseed to Robison Park along the St. Joseph River. 3. Develop a systematic bank treatment design for typical problem areas (i.e. erosion, steel dikes, debris filled, etc.). 4. Establish new policies and/or redefine existing policies to maintain controls concerning the aesthetic quality, water quality and flood plain conservation of all three rivers. 5. Establish land use guidelines for areas adjacent to the rivers. 6. Establish a means to maintain water levels and qualities appropriate for the defined river uses. 7. Develop opportunities to enh~nce and establish scenic views and focal points. 8. Define opportunities of neighborhood interface with Rivergreenway Path Systems and activities. 9. Define programmed uses for each corridor. 10 Develop an implementation strategy showing priorities and funding mechanisms. 11 Increase public awareness to increase use and develop a positive image. (i.e. Public Awareness Campaign). 12 Package the study for broad distribution; funding packages; tie into local capital improvement programs and budgets; encourage market and developer interest; orient efforts to produce an active plan. 28
