• • R£COMMENDED PROCEDURES FOR STARTING A RECYCLING PROGRAM A. Arrange a meeting with all concerned individuals and determine what persons will be in charge of the project . B. Try to combine efforts of all parties to form a total community project to the greatest e~tent possible. C. Contact the Coordinating Council for all available information and any assistance that may be desired. D. Determine to your best ability whether or not the community will support such a program. E. Begin a public relations campaign to stir up interest and continue the campaign through the life of the project. F. Determine if there are local markets for materials that should be considered. G. Decide what materials will be collected. H. Try to determine all cost involved both prior to the actual implementation of the project and during the project try to find seed money. I. Find out how much the local markets are willing to pay for the collected material. J. Determine minimum prices necessary to cover all costs of the program and make sure these prices can be obtained. K. Decide what operatJng method will be most appropriate for the situation. L. Determine manpower requirements of the project and how these requirements will be met. M. Determine how the materials will be transported to the local market. N. Consider all legal aspects • O. Decide on schedule of operating hours. P. Determine what will happen to all profits. Q. Begin actual project. R. Continually s.tudy all phases of the project and make appropriate changes when necessaty~ -29-
