STRUCTURAL CONDITIONS SURVEY PLANNING UNIT # _1;...,;8_ Housing Conditions: Planning Unit 18 contains the Central Business District and its fringes. Therefore, most of the housing is old and subject to bl ighting influences. Most of the structures are structurally capable of rehabil itation (#3), but planning criteria more important to determining feasibil ity of retention. Some badly blighted areas, near I.T.T. and between Main Street, Harrison, and the St. Marys River are condition # 4 and should be cleared • Environmental Factors: Located in and on the fringes of the Central Business District the housing is subject to severe environmental problems. The Planning Unit is penetrated by twenty-three separate major access streets and bounded on two sides by railroads resulting in safety and health problems as wei I as noise, dirt, and other nuisances. Mixed land use further aggravates the situation. The long term maintenance of any of the area of the Planning Unit for single-family residences is unf ikefy.
