p l [ I I I addition to the PTe, transportation services and facilities are provided by the school districts, the city parking facilities, the city's traffic engineering and street department, the airport board, the highway department, the city's communication department, the county's data processing department, and the taxicab company. These are the maj or problems which can be identified as facing the Fort Wayne area and which need to be addressed in the proposed transit study. In so doing, it is necessary to recognize that certain issues bear on the solution to these problems. The principal issues include: 1. Immediate Short-term Improvements What is the roie of public transportation in the area? Both now and in the future? What immediate improvements can and should be made to upgrade the quality of service (capital and non-capital)? What are the implications of upgraded public transportation service in tenns of autorobile use as well as the environment and land-use development? What are the costs of upgraded public transportation; who will pay for the service and from what funding sources? 2. Long-tenn Improvements What are the goals (social, economic, land-use, transportation, and environmental) for the long-term regional growth and development? What arc the linkages that can be developed to coordinate lm1d-use and transportation to improve accessibility and mobility? What is the role that transit can be expected to play in the future and what innovative features can be applied to make transit a more attractive alternate to the automobile? Will transit be able .to reduce the need for increased highway facil~ties? What level(s) of demand can be anticipated for public transportation se~ice through 1990? 3. Coordination and/or Consolidation of Transportati~l Functions Is there a need for coordinating and/or consolidating transportation ftmctions? 2
