Services For The Homeless in Fort Wayne People in need of residential services in Fort Wayne can receive assistance through a variety of private and government agencies. Each of the agencies attempts to tailor its services to a perceived need in the community, and this specialization is generally successful in reaching those in need. However, gaps in services still exist. Emergency (Short-Term) Services The homeless come into the social service delivery system at a number of entry points. They usually seek out a social service agency which mayor may not be in a position to fill their immediate needs. The City of Fort Wayne funds a program designed to provide short-term emergency assistance - the Emergency Homeless Outreach Team (EHOT), funded using a portion of the City's emergency homeless grant. EHOT is a collaboration between Vincent House and Community Action of Northeast Indiana (CANI). When a social service agency becomes aware of someone in need, they contact Vincent House (which has a staff person assigned to pursue the case). The first step in finding shelter will be to make a request to existing shelters-the Rescue Mission, Revelation Mission, the YWCA Women's Shelter, or the Township Trustee (Wayne Township maintains emergency apartments at Oak Lawn Court). If space is not open (or if the wrong type of space is available), then funding is McKinney Homeless Assistance Funding available to place the client in a local hotel. (Funding comes through a Federal Emergency Management Agency grant administered by CANI, whose only function in the EHOT team is to reimburse claims by Vincent House). The client's stay in the hotel is limited, however, and generally within 24 to 48 hours alternative living arrangements State of Indiana and Fort Wayne Emergency Shelter Grants Pennanent Shelters Transitional Shelters SAFAH Shelter + Care HOPWA Dollars represent total funding. 1987-1994 State of Indiana 13,061,000 2,347,694 21,182,568 1,181,101 2,488,500 1,226, III 41,486,974 Fort Wayne 542,000 518,893 2,435,167 209,200 525,900 o 4,231,160 0/0 of Statewide 4.1% 22.1% 11.50/0 17.70/0 21.10/0 0.0% 10.20/0 Taxpayers Research Assodation Homeless Repon Page 9
