c c c DESIGN COLLABORATIVE September 15, 2000 To: Fort Wayne Plan Commission Members As president of a 25 man architecture/engineering firm located in Fort VVayne and as a practicing architect with close to 20 years experience including commercial development I wish to voice my firm's disagreement with the proposed resolution to modify parking area landscape requirements. Any legitimately successful commercial developer/Owner our firm has ever dealt with recognizes that the existence and enforcement of Fort Wayne's current parking lot ordinances is good business for the following reasons: It demonstrates a commitment to the local community. New development thrives on local support. Vl/hen development sends a message that we are proud to be here, we're here to stay and we want you to be proud to make IJS a part of your community, they are more likely to receive that support. The exterior image that is presented by the landscaping standards is one tangible way of expressing that commitment. It provides them a competitive edge. The t:·:msuming public has a greater awareness and sensitivity to aesthetic issues than they did thirty years ago. Consumers expect business to be sensitive as well. They'll take their business where they see trees and landscaping that provide visual interest, environmental responsibility and a perceived better quality of life. As a business owner myself, I know that the costs associated with this investment am not burdensome. It is no more "excessive regulation" of the infrastructure or " bureaucratic red tape" than requiring them to install sewers with piping of the proper size and material. Expectations are clearly defined and options are provided. Most legitimate developers budget monies for exterior landscaping the same way they do sewers for the reasons listed above. The amount of money involves is very small for the return on investment they see aesthetically. It is clear, appropriate and sufficiently tlexib!e. We have worked with City and County agencies for years as well as agencies in other states. The current Fort Wayne ,ordinance provides Owners and developers straightforward direction, tested solutions and sufficient options to address the varying needs of a range of needs that are not inconsistent with ordinances and regulations adopted in other economically successful cities. As elected officials, I encourage you to recognize your responsibility to the City and your constituents to maintain and enhance the quality of life in our community. Passage of this resolution will result in "lowering the bar" which in tum is refle<;ted in how our city is percejved iii gell'er~1 .a~d what type of deve!opment is encolJr;!ged in our city. In addition, it will send th.e wrong message to developers aboul our e~'{peqtation of the quality of life we aspire to and expect. Finally, I would expect someday future generationH will Judge us as to how good of stewards we were of our community. With the repeal of this ordinance, I'don·t believe we CC1n say we have looked out for their best interests. Thank you for your time. I would be glad to discuss this further at some future date.
