I est uf Harrib !!d. 17.17 4.2 *Rounded Vdlue Effectively and accurately planning for Fort Wayne's transportation needs is a continuing operation at NIRCC. Because NIRCC conducts and utilizes the results of the comprehensive traffic counts; spot speed studies; travel, time and delay studies; intersection delay studies and vehicle classification/axle count surveys, traffic flow is enhanced, energy is conserved and the amount of pollutants expelled into the air is diminished. LONG RANGE PLANNING In order to plan a transportation system capable of meeting travel needs twenty years from now, NIRCC must forecast how people will choose to travel in the future. Past and present statistics of population, employment, vehicle ownership, land use, and dwelling units enable planners and analysts to identify factors that will affect travel. Modifications to the transportation system and changes in the local economic I.J. and demographic conditions, which reflect physical and social trends of the community, are also documented by NIRCC. In June 1986, the Year 2005 Transportation Plan for the Ft. Wayne/New Haven/Allen County area was finalized. The "Plan" provides recommendations for a future transportation system capable of meeting the anticipated travel demands for the year 2005. The street and road projects included in the plan will add to and complement the existing system. The completion of these projects should allow the future urban transportation system to provide safe and efficient travel throughout the region. The projects are shown in more detail on the diagram on page 6. PROJECT PROGRESS In order for those areas with a population exceeding 50,000 to receive federal assistance for their transportation projects, a Transportation Improvement Program (TIP), is required. The TIP is a multi-year transportation plan which is achieved incrementally through both short-term and long-term projects. NIRCC, assisted by functional groups, has determined a five-year TIP program for the Fort Wayne - New Haven - Allen County Transportation Study Area. The plan is updated annually for projects which are scheduled during the next fiscal year (October 1 - September 30); it is approved by the affiliated functional groups and those implementation agencies which are involved.
