FUNCTIONS Functions include locating, licensing, and stocking public shelters of the city and county, and organizing and training volunteer groups for servicing these shelters in time of emergencies. FINANCING The Department is operating largely with funds from Fort Wayne; the county provides salary for the Deputy Director and some items in the budget are funded by the federal government. SCHOOLS Public Schools The School Reorganization Act passed by the State Legislature in 1959 abolished "township school units" and created guidelines for consolidating school corporations. In Allen County the Circuit Judge appointed a School Reorganization Committee of nine members to study existing school corporations and to propose a plan for equity in school rates and a more efficient use of public funds expended for public education. The result was the reorganization of the county into four school corporations, each one a legal entity serving as an administrative unit for the management, operation and financing of local public schools. FINANCING School systems in Allen County are financed from two major sources of funds - local property taxes and state aid allotted to local school corporations by the State of Indiana. About one-half of all tax money raised in Allen County is allotted to local schools. State assistance to local schools is based on a formula, taking into consideration the assessed valuation of each school unit, average daily attendance, and the training and experience of licensed teaching personnel. EAST ALLEN COUNTY SCHOOLS The East Allen County School district was formed in July, 1964. It is a consolidation of the New Haven Public Schools (Adams township), and school districts of Cedar Creek, Springfield, Scipio, Maumee, Milan, Jackson, Jeffer- 28
