The Commission hires an executive director at an annual salary of $13,414. The ordinance follows closely the state and federal laws on discrimination in housing, public accomodations, labor organizations, and employment; but does not include discrimination in education. The Commission may investigate complaints and conduct hearings, but does not have the power of sub-poena. FORT WAYNE YOUTH COMMISSION The Fort Wayne Youth Commission was established in June, 1964 and directed to "study the problem of drop-outs as it may be found in the city of Fort Wayne, and any related problems pertaining to employment and delinquency; and to develop programs to meet these problems." The Commission is composed of twelve members, all appointed by the Mayor for staggered four year terms. An executive director is hired with an annual salary of $10,368. NEW HAVEN - WOODBURN Any civil town with a population of more than 1,500 may take steps toward becoming a city of the fifth class upon a petition of one-third of the registered voters in such towns asking the Board of Town Trustees to adopt a resolution submitting to the voters of the town the question of whether or not the town should become a city. Both New Haven and Woodburn are fifth class cities. Under Indiana law a fifth class city has a mayor, a council of five members, a clerk-treasurer, a city attorney, and a department of public works and safety; and may also have, if desired, a judge, a development commission, an advisory commission on industrial development, a city plan commission and a board of zoning appeals. MAYOR The mayor is elected by popular vote for a term of four years, is the chief administrator of the city and is chairman of the Common Council. Some of the duties of the Mayor are to: Execute and supervise enforcement of the ordinances of the city and laws of the state. Appoint the heads and employees of various departments of city government. Sign all deeds, bonds, and written contracts of the city. Approve, or disapprove, within 10 days in writing, ordinances passed by the Common Council. Fix the salaries of all appointees, officers, employees, deputies and assistants (excepting members of the city police and fire departments), subject to the approval of the Common Council. Issue proclamations commemorating special events. The salary of the Mayor is fixed by the Common Council and when fixed cannot be changed by the Council during the Mayor's term of office. 48
