RECOMMENDATIONS WERE MADE WHICH ENCOMPASSED; AN INVESTIGATION TO DETERMINE THE BEST TYPE OF STREET MAINTENANCE PROGRAM FOR SUB-STANDARD STREETS; ATTEMPTING TO DISCOURAGE THE USE OF SUB-STANDARD STREETS BY THE GENERAL PUBLIC, REASONING THAT THE LESS USE, THE LESS MAINTENANCE; INVESTIGATION OF POSSIBLE ALTERNATE METHODS OF FINANCING STREET IMPROVEMENTS; AND, AN INVESTIGATION OF THE PRACTICALITY OF "PAPER STREETS. II 2. 1985 & 1990 NETWORKS - AFTER DISCUSSION AND STUDY BY THE SUBCOMMITTEE, AN INITIAL NETWORK WAS SENT TO BARTON-ASCHMAN ASSOCIATES, INC., FOR RECOMMENDATIONS. BARTON-ASCHMAN RETURNED WITH SUGGESTIONS FOR PRIMARY ARTERIAL PATTERNS. FROM THIS THE SUBCOMMITTEE EVOLVED THE FIRST ALTERNATE NETWORK. AFTER A FURTHER MEETING WITH BARTON-ASCHMAN IT WAS ADOPTED. 3. OTHER STUDIES: THE FEASIBILITY STUDIES SUBCOMMITTEE ALSO CONCERNED ITSELF WITH THE FOLLOWING ITEMS, ALTHOUGH NO FORMAL REPORTS WERE SUBMITTED: A. WELLS STREET BRIDGE B. BAER FIELD THRUWAY C. FERGUSON ROAD PROJECT THIS WOULD BE A 4-LANE EXTENSION AND WOULD BE 2.127 MILES IN LENGTH AND RUN FROM WINCHESTER ROAD ACROSS THE ST. MARY'S RIVER TO U.S. 27 SOUTH OF HESSEN CASSEL. 39.
