CONTRACT COMPLIANCE/PROGRAM EVALUATION The Contract Compliance Office ensures that the city is in compliance with applicable state and federal labor standards and equal opportunity regulations and guidelines as applicable to city procurement and public works contracts. In 1986, 59 public works projects totalling $8,270,623 were monitored by the Compliance staff. Minority firms were awarded $971,500, or 11.7 percent of total contract dollars, and women owned firms were awarded $176,500, or 2.1 percent of total contract dollars in 1986. In addition to monitoring public works projects (i.e . street lighting and repair/replacement of curbs and sidewalks), Compliance monitors the following public service programs funded through the Community Development Block Grant. BENITO JUAREZ CULTURAL CENTER The Benito Juarez Cultural Center was funded with $20,000 in CDBG money to assist in assuring that persons of Hispanic origin have full access to the ci ty I S Community Development Block Grant program. In 1986, 205 households were provided services. EMERGENCY HOME REPAIR PROGRAM The Emergency Home Repair Program was funded with $79,000 in CDBG money. The program was designed to assist low to moderate income owner occupants who qualify for financial assistance in repairing hazardous housing problems. In 1986, 113 people were assisted through this program . METRO FAIR HOUSING Metro Fair Housing was funded with $33,000 in CDBG monies and is designed to help eliminate housing discrimination in the City of Fort Wayne . Of the 105 persons interviewed by intake officers, a great number dealt with inqul.rl.es and informal complaints regarding landlords vs. tenant problems (repairs, withholding of security deposits, delinquent 1
