ONE-STOP SHOP Since 1974, the One-Stop Shop has made it possible for commercial and industrial developers to submit their plans by noon on Wednesday of any given week and for those plans to be routed and reviewed at 9:00 a.m. on Friday. Approval of plans takes less than 48 hours, provided the developer is in compliance with all codes and regulations. The Land Use Management staff does all the preliminary work that makes this quick turn-around possible . C. NEIGHBORHOOD PLANNING The primary responsibility of the Neighborhood Planning Section is to provide planning assistance to all of Fort Wayne's neighborhoods. Special emphasis is directed toward neighborhoods selected as Neighborhood Strategy Areas (NSA's) through the Community Development Block Grant (CDBG) program. COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM The Neighborhood Planning section took the lead in designing, administering and evaluating Fort Wayne's 1986 CDBG program with the assistance of the citizens' Advisory Committee appointed by the Mayor. The City received a 1986 CDBG entitlement of approximately $2.7 million, bringing Fort Wayne's total to over $30 million through twelve years of participation in this federal program. CDBG money was directed toward housing, capital improvements, economic development, social services, and historic preservation. Neighborhood Planners worked with NSA residents and the ci ty I S engineering departments to supervise the construction of approximately $620,000 in capital improvements (sewers, curbs, sidewalks, and street trees). SELF-HELP PROGRAM Technical assistance was provided by the Neighborhood Planning section to NSA' s participating in the Neighborhood Self-Help program. The intent of the self-help program is to encourage greater neighborhood self-reliance by awarding bonus points for activities such as neighborhood clean-ups, crime watches, and downzoning.
