3. Red Alert Operations conducted under this alert are based on priorities dictated by the nature of the emergency and according to priorities aimed at saving the greatest number of lives. a. The chief executives must evaluate the information available and make decisions to utilize resources to accomplish the mission of preserving life and property. b. Each agency conducts its operations according to the tasks and responsibilities it was given in this plan and as outlined in the annex which each agency submits as its part of the emergency operations plan. H. Recovery Period 1. The operations conductedduring this period consists mainly of actions that will: a. Alleviate suffering by providing such things as medical and welfare services. b. Repair essential utilities, such as power, water, sewer systems. c. Open communications and transportation routes into and out of damaged areas. 2. Activities for recovery may begin during Red Alert. 3. After a nuclear attack, recovery operations cannot be initiated until radiation levels permit. I. Communications Procedures To facilitate the optimum use of the communications available in the City and County, all communications facilities of Fort Wayne and Allen County shall be utilized during an emergency and shall be coordinated by the designated communications' officer, who shall assign priorities in the use of such equipment. Details for the use of equipment are in the Coordination of Communications Annex. J. Training Procedures 1. There are a number of steps for each department to take in order to be ready to operate in the event of a disaster. These are the departmental planning and training steps. They are to be explained as an attachment to the annex each agency attaches to this plan. (13)
