Division of Community and Economic Development 1999 Annual Report PLANNING DEPARTMENT (Continued) Land Use Management The Land Use Management Section of the Planning Department is responsible for reviewing and approving most aspects of any new construction or development proposals or projects within the City of Fort Wayne. City planning and zoning ordinances administered by the Section are intended to assure careful placement of highway systems, growth linked to adequate public facilities, balanced agricultural, industry and business needs, and efficient and economical use of public funds. The Section has the following duties and responsibilities: 1) Providing staff support to the Plan Commission, Board of Zoning Appeals, and Board of Zoning Appeals Hearing Officer. 2) Interpreting and administering the requirements and provisions of the Zoning Ordinance, Sign Ordinance, and Subdivision Control Ordinance. 3) Reviewing, approving, and issuing Improvement Location Permits and Certificates of Compliance. 4) Coordinating and administering the Site Plan Routing Review process for commercial, industrial, and other non-residential permits. 5) Coordinating and administering the Development Plan Committee for review of all developments requiring development plan approval. 6) Reviewing and approving parking lot and driveway permits. 7) Assigning addresses for new structures and developments. 1999 Accomplishments Staff carried out the daily and monthly duties of the section: • To promote and encourage quality development, staff provided analysis and compliance review for over 2 million square feet of new construction in 1999. Major projects include the Wal-Mart expansions, the Menards store, approximately 300 new apartment dwelling units, and new development in both the Apple Glen and St. Joe Village shopping centers. • Over 2,000 Improvement Location Permits, including over 140 site plan routing review projects, were issued in 1999. • Land Use Management Staff reviewed over 160 Board of Zoning Appeals and Hearing Officer cases. • The Section reviewed over 60 Plan Commission and Subdivision Control Committee petitions and projects. • Updating and improvement of the permit and site plan routing review processes was continued.
