Division of Community and Economic Development PLANNING DEPARTMENT (Continued) Neighborhood Planning & Support • Downzoning: 1999 Annual Report Downzoning is the reclassification of an area to a more restrictive zoning classification, where fewer or less intense uses are permitted. The request for a downzoning study must come from an official action of the neighborhood association. Arlington Park - Petitions for two targeted areas have been collected and await City Council approval. Area 1 will be downzoned from R2 to R 1. Area 2 contains both R3 and R2 zoning classifications and will be downzoned to Rl. East Central Neighborhood - The Neighborhood Association requested an area of the neighborhood be reclassified from a zoning designation ofR3 to a less intense residential Rl zoning. The neighborhood was also approved for rezoning a small area from iNl to Rl. Lofton Woods - The Lofton Woods Community Association has completed the downzoning process with approval from City Council on March 23, 1999. • Direct Action Response (DAR) Teams and Neighborhood Support: The Neighborhood Planning & Support Section continued to provide assistance and direction for neighborhood groups on issues such as brownfields, traffic, zoning, infrastructure, and economic development. The Neighborhood Planning & Support Section also worked to reorganize and lead the City's DAR (Direct Action Response) teams. These teams again provided direct help to citizens and neighborhood associations, especially through the four Area Partnerships. Area Partnerships are coalitions of neighborhood association leaders representing the northeast, northwest, southeast, and southwest sections efFort Wayne. Each partnership meets monthly to discuss, prioritize, and solve problems in their quadrant of the City. The Area Partnerships allow people to share information or work jointly on addressing identified problems. The Northeast Area Neighborhood Partnership. assisted regularly by staff in 1999.
