Division of Community and Economic Development 1999 Annual Report REDEVELOPMENT COMMISSION (Continued) BROWNFIELD PROJECTS Broadway Galleries Summary - The initiative involves the re-use of a former gas station site as an art gallery. Background - In 1999, the City announced its Brownfield Assistance Program to encourage private redevelopment of brownfield sites in the City. These sites are generally former industrial or commercial locations that are now under-utilized or abandoned. The program consists of grants for both Phase I and II environmental site assessments and low interest loans for environmental remediation. The program was established using County Economic Development Income Tax or CEDIT funds. The Redevelopment Commission and the CDC jointly administer the program. Maximum grants or loans are $30,000. Broadway Galleries site. (Photo by CEO staff) Status - The owners of Broadway Galleries received a Commission grant to investigate the soil beneath a former gas station at 2515 Broadway. The environmental study revealed petroleum products remaining and detennined the cost to remediate the site. The seller agreed to assume the clean-up costs. Broadway Galleries purchased the building and invested approximately $15,000 for interior and exterior renovations that included landscaping and parking lot improvements. ECONOMIC DEVELOPMENT AREAS Baer Field Summary - the project involved the creation of a new Economic Development Area and Tax Allocation Area. Background - The Commission undertook a study of blight and growth cessation in the southwestern part of Fort Wayne, partially as a result of the Industrial Site Analysis Study still ongoing at the end of 1995. The area consists of about 1,000 acres, 750 of which were undeveloped at the time. The study identified the area's most serious problem as being public infrastructure with insufficient capacity to support either new development or expansion of existing businesses. The Redevelopment Commission approved a Declaratory Resolution late in 1995 that created the Economic Development Area. The Resolution also established a Tax Allocation Area to enable the Commission to fund infrastructure upgrades with tax increment financing. ----0---- Page 30
