ODOR - Sewer gases/odor may be reported to Water Pollution Control Maintenance. UNSAFE CONDITIONS PRESENTING AN IMMEDIATE THREAT TO HEALTH OR LIFE SHOULD BE REPORTED TO EMERGENCY COMMUNICATIONS AT 911. (p. 58) PAINT PROGRAM - Any resident who meets the Federal low/moderate income guidelines as established by the 1990 census may apply for free paint through Community and Economic Development. This program runs from June through September. (p. 18) PARK TREE PROCEDURES - Citizens wishing to report a problem with public trees (these are trees either growing in a park or on the right of way) can call the Lawton Park Office. (p. 45) . PARKS & RECREATION/VIOLATIONS - (pp. 36 - 43) PAVILION PERMITS - Citizens requesting the use of pavilions, need to either phone or visit the Fort Wayne Parks and Recreation Department. (p. 44) PETITIONS FOR IMPROVEMENTS - Citizens who desire the City to make infrastructure improvements should petition .for such projects through the Board of Works. These improvements include: sidewalks, curbs, streets, street lighting, drainage, water and sewer service, and changes in traffic or parking requirements. Anyone ,vishing general or specific information regarding payments, lien status, etc. may contact the Barrett Law office in Room 425 or call 427-1105. (p. 19 - 20) PICKETING - Picketing on public right-of-ways is generally allowed and no permit is required as long as the participants do not impede the use of the same right-of-way by any other persons and the expected gathering is less than 200 individuals. Picketers wishing to "reserve" a portion of right-of-way exclusively, place some type of temporary structure,~.burn barrel, or other nonmobile object on public property, require a Barricade Permit. SEE BARRICADE PERMITS. (p. 27) PLACING SIGNS BETWEEN PROPERTY LINE AND CURB - Complaints regarding the placement of signs within the public right of way may be reported to the Right-of-Way Dept. (p. 70 - 71) PURCHASE OF VACANT PROPERTIES - Anyone interested in purchasing properties owned by Allen County as a result of the former owner's nonpayment of taxes may obtain a list of available properties from the HANDS office.
