The Indiana State Highway Commission is also developing companion projects to link 1-69 south of Fort Wayne with u.S. 30 near New Haven. The Draft Environmental Impact Statements for the south and southeast portions of the route were approved by the Federal Highway Administration on July 2, 1976. The Corridor location Public Hearing for the south and southeast portions was conducted in Fort Wayne on August 2, 1976. The development of the northeast portion of the by-pass is being coordinated with the south and southeast portions. Although there are other active Federal-aid highway projects in the Fort Wayne area, none are in conflict with the proposed circumurban route. There are also other Federal Agency programs active in Fort Wayne, but none are expected to be in conflict with the proposed route. (2) Anticipated environmental impacts include the conversion of 446 to 527 acres of land to highway use. Approximately 417 to 512 acres of prime farm land and/or wildlife habitat will be committed. The project alternates would displace 13 to 20 families, 0 to 11 businesses and no non-profit organizations. Predicted traffic noise levels are within the Design Noise Levels established by the Federal Highway Administration. Overall pollutant ernmissions are predicted to decrease, with no expected violation of the National Ambient Air Quality Standards. Temporary construction oriented impacts include possible stream siltation, dust and noise. It will be necessary to relocate portions of as many as four small streams or ditches. The principal Maumee River and St. Joseph River crossings are not anticipated to require significant channel modification. The by-pass is expected to speed anticipated future residential development within the study corridor. (3) Line A (12.9 miles) begins approximately 0.75 mile west of New Haven and continues in a general northerly direction before curving to the west to intersect 1-69 at the existing Dupont Road interchange. Line B (12.7 miles) begins approximately 0.5 mile east of New Haven and continues in a northerly direction before curving to the west to intersect 1-69 at the existing Dupont Road interchange. Line C (15.0 miles) begins approximately 1.25 miles east of New Haven and continues in a northerly direction to near Cedarville before curving to the west to intersect with 1-69 at a new interchange approximately 2.5 miles north of Dupont Road. The do-nothing alternate would continue to route long distance through traffic on State and Federal highways through the developed Fort Wayne-New Haven urban area. -2-
