Schreier Director of Development Fort Wayne Public Transportation Corp. 801 Leesburg Road Fort Wayne, IN 46808 Dear Mr. Schreier: December 23, 1980 SG Associates in cooperation with Moore-Heder Architects is pleased to submit our proposal to conduct "A feasibility Study for the Calhoun Street Transit/Pedestrian Mall. 1I The attached document describes the procedures we intend to use in analyzing both the technical feasibility question and the broader environmental social and economic impacts of the mall proposal. Also included are single copies of SG & Moore Heder reports which illustrate related project experience. The staff proposed from SG Associates & Moore Heder are senior professionals with direct experience in planning, designing and implementing downtown pedestrian, transit and traffic improvement projects. Jane Algmin Howard, the proposed Project Manager, was directly involved in planning and implementing Boston's UMTA funded Downtown Crossing from the initial feasibility studies through final project evaluation. Lajos Heder, project architect, has worked as a consultant to UMTA to determine the feasibility of plan and design downtown auto-restricted zone demonstration projects in Boston, Providence, Tuscon, Memphis and Burlington ,VT. All staff have the direct experience in technical analysis and community interaction which is essential for resolving the planning and design issues and achieving consensus on a workable plan. No less important, they are familiar with the UMTA requirements and procedures for project approval and funding. Our proposal is valid for 120 days from the date of this letter.
