n [J n n n [] n o o II o D D o o [1 D D D CONTRACT THIS CONTRACT made and entered into as of this --------,. day of , 1973/ by and between THE THREE RIVERS COORDINATING COUNCIL, hereinafter referred to as the Local Public Aqency and WILBUR SMITH AND ASSOCIATES, INC., hereinafter referred to a~ the Consultant; WITNESSETH: WHEREAS, public transportation is an essential pUblic service for the usp and convenience of the residents of the city and its environs; and WHEREAS, there is a need to reconsider the role of public tiansportation as a part of the total transportation system and in the context of the comprehensive urban planning process; and WHEREAS, the determination of proper courses of action to be undertaken in developing the full potential of public trans-p(' rtation in the Fort Wayne-New Haven-Allen County area requires .1 detailed study and analysis taking cognizance of current planning rC'luirements promulgated by the Urban Mass Transportation Administra' I tion of th~ U.S. Department of Transportation; and
