The routes of the transit system will be examined and analyzed on the basis of their coverage of existing built-up areas; the alignment of routes, so as to provide the most direct and convenient delivery of transit riders to all points throughout the urban area and the Central Business District; and to the through routing or combination of lines so as to minimize the I need for passenger transfers. The route studies will take into consideration departures from desirable alignments necessitated by discontinuity of street pattern, spatial distribution of population and employment, and traffic regulations, such as one-way streets. The recommendations will include additions, deletions, and alterations of routes indicated to be desirable and in the public interest. The adequacy of coverage for residential and employment I locations and other traffic generators will be made. The needs of special groups such as the elderly, the poor, the young, and the handicapped will be considered in the identification of areas warranting new or improved transit service. In developing routing patterns, consideration will be given to the advisability of not disturbing long-established routes on which present riders have come to rely, in the absence of compelling reasons to the contrary. 11
