3. Greetings from the Mayor The 1990's will be an exciting decade for Fort Wayne. Economic growth and new jobs, an increasingly well trained workforce, and strong neighborhoods wiU be the basis for our claim that Fort Wayne is indeed a "World Class Community." To reach the high standards we have set for the next ten years, the Division of Community and Economic Development spent 1989 building sound foundations for our city's future. From concluding alnlost forty years of legal battling overthe East End Industrial annexation, to combining all neighborhood code enforcement activities into one operation, to helping local businesses deal with the complexities of foreign trade, C&ED used the year to set the stage for great achievements in the 1990's. I am confident that the coming years hold great promise for Fort Wayne. With the efforts of C&ED's many departments and programs, the future looks even brighter .. Paul Helmke Mayor
