Benito Juarez - Funding for the Benito Juarez Center marks the first commitment of Block Grant dollars to support housing efforts in the Hispanic Community. The center conducted a survey of housing needs of Fort Wayne's Hispanic community and provided housing counseling services for low/moderate income families. The Compliance office drafted Procurement Standards for the department and aided with the development of a system utilized to measure program performance against expenditures. Although the distressed economy had a negative impact on local construction companies, the department continued to aggressively pursue activities designed to assure fair and equal opportunities for minorities and women on HUD funded projects. In 1982, the Compliance section will expand the Procurement Standards to cover all departmental contracting needs as well as update the standards to reflect changes in federal laws and regulations. Development of new creative mechanisms to assure equal employment opportunities in CDBG construction projects remains a primary objective. Compliance will continue to assist with the development, monitoring, and evaluation of Block Grant programs. Promoting additional cooperation and coordination between the department and local financial institutions will also be of vital concern to further leverage dwindling federal funds. HOUSING DEVELOPMENT The Department of Housing 312 federal loan funds became ef-fective January, 1981. As a result, the Department of Community Development and Planning began seeking alternative sources of funding for future housing programs. Through innovative program design and project development, two major accomplishments in Community Development became a reality in 1981 for the Ci ty of Fort Wayne: the Small Multi- Fami ly Renta 1 Rehabilitation and Urban Development's freeze on all Section The Multi-Family Rental Rehabilitation Demonstration project at 835 W. Wayne Street. 3
