program in 1981 included ornamental streetlights on East Rudisill, streetlight conversion on Pontiac Street, and improvements to Bowser Playground. These capital improvement projects are designed to complement the many Block Grant federal housing programs implemented by Neighborhood Care, Inc. The Hanna-Creighton Nutrition Center is a Block Grant project revived in conjunction with other agencies. Participants in the cost-sharing plan include the Department of Community Development and Planning, Allen County Opportunity Council, Wayne Township Trustee, Hanna-Creighton Neighborhood Association, and the Allen County Cooperative Extension Office. The pur-pose of the Nutrition Center is to assist low and moderate income residents in the preservation of seasonal garden surpluses through educational demonstrations involving food preservation, nutrition education, and hor-ticultural activities. A community cannery will be operationai in the summer months to assist residents in the preservation of high-acid foods. Citizen Participation Although active citizen participation is no longer a HUD requirement, it was decided that because of its past success in Fort Wayne it would not only be retained but be improved. For the first time, the Citizen Participation A renovated fire station houses the Nutrit on Center in the Hanna-Creighton Neighborhoo Citizens' Advisory Committee discussing Neighborhood Strategy Area selection. 20
