Garage Demolition Program The primary purpose of the Garage Demolition program is to assist homeowners in removing one and two-story secondary structures that are deemed infeasible for rehabilitation. The program is a cooperative effort with the Minimum Housing Department. The program was revamped in 1981 to require that the homeowner assume some responsibility for paying part of the demolition cost. The exact payback is determined by household income and family size. Four structures were demolished in 1981. The limited response was due largely to strong resident preferences for keeping and using substandard structures rather than wanting them removed. "We Can Do Itll Clean-up Program This self-help program was designed to emphasize the need for residents to take responsibility for cleaning up their neighborhood. A National Serv-All garbage truck, gloves, and trashbags were supplied by NCI and residents volunteered their time and energy for the clean-up process. Four NSA's participated in the program. Direct Rehabilitation The purpose of this cooperative effort with the Regional Vocational Center was to substantially rehabilitate condemned houses and to provide rehabilitation experience for Vocational Education students. NCI provided the funding for materials and supplies as well as the houses. The Regional Vocational Center provided the labor and expertise to renovate the houses. Program participants rehabilitated a house at 1614 East Wayne and started a new proInsulating assists homeowners in lowering energy costs. ject at 3602 Smith Street. The Wayne Street property is now occupied by a family and the Smith Street house is scheduled for completion in spring of 1982. 32
