The City of Fort Wayne 1981 ANNUAL REPORT DEPARTMENT OF COMMUNITY DEVELOPMENT AND PLANNING Fort Wayne is in the midst of formidable transition. The City's industrial base is shifting from an emphasis in manufacturing to one of service and higher technological endeavors. Its population, as reported by the 1980 census, has declined over the last 10 years. Paradoxically, however, the number of households has grown, particularly those which are single person, minority, and elderly. Downtown is also undergoing a renaissance - from a preponderance of surface level parking lots to new office and specialized commercial spaces. Charged with planning for the directions of urban growth as well as program implementation, Community Development and Planning has played a major role in these changes. Carrying out its pledge to work in partnerships with the private sector and with Fort Wayne's citizens, Community Development and Planning has made significant strides toward the community's overall development. In 1982, Community Development and Planning achieved record levels of leveraging using $600,000 in Block Grant funds to secure over $8 million from other sources for housing programs, economic development, and public facilities. The Department played a pivotal role in fighting the "Flood of ,82" and in diminishing future flood problems by developing a workable flood plan with short and long term objectives. Beyond developing the flood plan, Community Development and Planning helped secure funding to implement flood strategies. The Planning Division made major strides in each of its three areas of responsibility. The Land Use Management section took the lead in streamlining the City's development permit process by implementing more effective procedures which cut substantial time and confusion from the process. Citizens too were better served by a strengthened zoning enforcement procedure which was responsible for 3,370 enforcement calls in 1982. Annexation brought into the City $10.04 million in assessed valuation during 1982.
