Library Affiliation: American Planning Association - Planning Advisory Service Council of Planning Librarians Institute for Urban Design National Trust for Historic Preservation User Services: Allen County Public Library H elm k eLi bra r y I U P UFo rot Wayne COMPLIANCE/PROGRAM EVALUATIONS The Com~liance office ensure that the City is in compliance with applicable State and Federal Labor Standards and equal opportunity regulations and guidelines. In addition to monitoring the capital improvement projects (streetlighting and repair/replacement of curbs and sidewalks), Compliance monitors the public s~rvice programs funded through CDBG and Jobs Bill monies. A summary of these programs follows: Benito Juarez Cultural Center The Benito Juarez Cultural Center was funded with $20,000 in CDBG monies to assist in assuring that persons of Hispanic origin have full access to the City's Community Development Block Grant Program. Emergency Home Repair Program The Emergency Home Repair Program was funded with $110,000 in CDBG monies, and an additional $26,000 was added to this budget because of the tremendous response and s u c c e s s 0 f the p.r 0 g ram t 0 assist low to moderate income owner occupants who qualify for financial assistance in repairing- hazardous housing problems. All work contracted for 1984 has been completed, ins p- e c ted, and sub mit ted for payment. Total clients assisted were 63. Of this total 62% were' black, 3% !...Jere hispanic', and 35% white. Minority contractor participation was 18%. Metro Fair Housing Metro Fair Housing was funded with $26,500 in CDBG monies and is designed to help eliminate housing discrimination in the City of Fort Wayne. Of the 113 persons interviewed_ by intake officers, a great number dealt with inquiries and informal complaints regarding landlords vs. tenant problems (repairs, withholding of security deposits, delinquent rentals, etc.). Inhouse training sessions were conducted, and various staff members attended training sessions on Human Rights. A total of 28 cases were actually filed. Hanna-Creighton Nutrition Project funded with $20,000 in CDBG monies is a community nutrition center which promotes the preservation of seasonal garden surpluses. In 1983, the Hanrra-Creighton
