Historic Preservation The City's historic preservation efforts were bolstered by the passage of the Historic Preservation and Protection Ordinance which replaced existing legislation. It established clearer guidelines for the protection and renovation of the City's noteworthy buildings and districts along with bringing the City into compliance with new state legislation. A seven-member Historic Preservation Review Board was appointed by the Mayor to administer the ordinance. More downtown bui ldings were renovated through the Historic Facade Challenge Grant program. Funded with CDBG funds, it. provides an incentive for downtown property owners to restore their b u i 1 din g s tot he i r 0 r i.g ina 1 character. In the latter part of 1984, the Historic Preservation function was transferred to the Urban Design Section. Self-Help The Neighborhood Planning Section continued to provide technical assistance to NSA's participating in the Neighborhood Self-Help program. The' intent of the self-help program is to encourage greater participation by residents in neighborhood improvement projects.
