'" ., The City of fort Wayne 1980 ANNUAL REPORT DEPARTMENT OF COMMUNITY DEVELOPMENT AND PLANNING The 1980 Annual Report presents the plans, activities, and products accomplished by the Department of Community Development and Planning during the last twelve months. This report marks the first time that the entire Department has been represented. All elements of the Department have been brought together in the document in order to provide a more comprehensive presentation. This report is divided into three major sections. The first addresses the Division of Planning. The planning division is further divided into the Land Use Management section, the Long Range Planning section, the Economic Development section, and the Neighborhood Planning and Urban Design section. The Land Use Management section continued to provide staff support to the Plan Commission, Board of Zoning Appeals, Historic Preservation Commission, and enforced the City's Zoning Ordinance. In addition, this staff completed major revisions to the Zoning Ordinance. The Long Range Planning staff completed a preliminarydraft of the Comprehensive Plan for the Commission's review, and made reasonable strides in the City's ongoing annexation program. The Economic Development staff, in 1980, updated the Overall Economic Development Plan and provided continuing support to the Local Development Corporations. The Neighborhood Planning and Urban Design section completed four (4) neighborhood plans, participated in the development of the River Greenway Plan, and played a major role in administering the 1980 Community Development Block Grant Program. The second section of this report examines the Division of Neighborhood Care, Inc. In 1980 most programs operated by Neighborhood Care, Inc., were temporarily held in moratorium status to allow for revamping the Division. The previous organizational structure was revised. Job responsibilities were redefined to accomplish an effective control system. New staff was hired, and other staff members were placed in various supervisory positions relating to their specific qualifications and previous experience. Policy orientation and operating procedures were significantly overhauled paving the way for a fundamentally changed revitalization program to begin once the moratorium is lifted in 1981. Section three of the report reviews activities of the CD&P director's office. While the director's office executed its traditional charge of overseeing the department, it did so with some new twists. Three activities seem particularly noteworthy. First, functions of the planning and NCI divisions were brought into greater harmony - the interactions and interdependence of the two units have been enhanced giving planners a better sense of implementation issues and the rehabilitation implementors a greater respect for planning perspectives. Second, the accounting and finance functions of the department were centralfzed One Main Street, Fort Wayne, Indiana 46802
