DIVISION of PLANNING Land Use Management This section of the report outlines the functions of the Land Use Management division. Along with a brief description of the various responsibilities, there is an inventory of the volume of activity that has occurred during this year. The basic responsibilities of this section were expanded in 1980 to include staff support to the newly created Historic Preservation Review Board. The Board in its first year of operation dealt primarily with Certificates of Appropriateness. REZONING PETITIONS In 1980, the City Plan Commission reviewed fifty-one (51) proposals for zoning amendments. The Com~ . mission recommended "00 PASSII on thirty-two (32) petitions, of which two (2) were perfected, thirteen (13) petitioned received "00 PASS" recommendation and six (6) requests were "WITHDRAWN". The Ci ty Counci 1 concurred with the Commissionrecommendations on forty-nine (49) of the requests. It was necessary for the Commission to designate new classifications for eight (8) of the sixteen (16) existing shopping centers, because of a revision of the ordinance dealing with shopping centers. Included in the table are the petitioner, location of the proposed rezoning and the decision rendered by the Commission and Council. Map 1 included in the packet at the back of this report shows the exact location of all proposals reviewed. All rezoning cases are listed in Appendix B. Rezoning to allow professional office development along Coldwater Road. APARTMENT COMPLEXES & SHOPPING CENTER AMENDMENTS The Development Plan Committee reviewed and the City Plan Commission approved nine (9) apartment projects in 1980. The Commission gave preliminary approval to two (2), final approval to two (2), and both preliminary and final approval 7
