NEIGHBORHOOD PLANNING In order to develop more comprehensive and responsive strategies for neighborhood improvement, the Department stepped up its neighborhood planning activities in the seven NSA's significantly during 1980. A good deal of time was spent working with citizens and neighborhood associations in order to develop sound neighborhood plans which would provide direction for neighborhood improvements. Much of the work centered on educating neighborhoods about planning and the planning process through a series of neighborhood planning meetings. The meetings helped to familiarize citizens with local planning efforts and the planning staff with neighborhood strengths and problems. In 1980, four neighborhood plans were completed and approved by the City Plan Commission. Plans for East Central, Nebraska, Northwest Central and Oxford Neighborhoods defined specific improvement strategies covering a five- to tenyear time frame. The plans will serve as decision-making guides for both the public and private sectors. In addition to the completion of four neighborhood plans, steps were taken to implement many of the improvements outlined in the plans such as downzoning, the . installation of capital improvements and housing rehabilitation. The latter portion of 1980 saw the planning staff broaden its area of neighborhood planning responsibility by looking beyond the NSA1s. Preliminary analyses for plan development were initiated in near southeast, southwest and east side neighborhood areas. In addition to developing neighborhood plans, the planning staff provided assistance on a number of specific projects. Such projects as an innovative energy grant, the Pontiac Street commercial revitalization effort and the improvement of Neighborhood Care, Inc. programs like HUD 312 rehabilitation and Urban Homesteading received the attention of the neighborhood planning staff during 1980.
